The receiving form decides

There is no best extension for every document. US visa digital-image instructions specify JPEG, while the US online passport-renewal page accepts several image formats. A file that works in one government system may therefore be unsuitable in another.

Read the list of supported types beside the upload control. If the instructions say JPG, a .jpeg file normally represents the same format. A PNG or HEIC file is different, even if it displays the same portrait when you open it.

Understand what a conversion changes

Exporting a PNG or HEIC image as JPEG changes the way the picture is stored. It does not prove that the face size, background or editing history meets the photo rules. Treat file compatibility and photo suitability as separate checks.

A transparent background also needs attention. A document photo requires the background specified by the application; an invisible area in a PNG is not itself a white photographic background. Check the visible result after export rather than assuming every viewer will display transparency in the same way.

Do not change only the filename

Renaming an extension does not convert the underlying image. Use an export function and choose the target format explicitly. Save the converted version beside the original so that an accidental crop or low-quality setting can be corrected from the source.

Apple’s guidance describes exporting HEIF images through Photos or Preview into formats including JPEG. Whatever software you use, open the saved output and inspect it. A successful save dialog is not a substitute for checking the actual file.

Check size after conversion

Two files with the same pixel dimensions may occupy very different amounts of storage. Do not assume a format change will always reduce the byte size enough, or that a larger file must be better. Verify the dimensions and the permitted size range after exporting.

If a portal still rejects the image, record the exact error rather than switching formats at random. The cause may be a minimum dimension, a file-size limit or an unsupported source. Fix the named property, then check that the resulting picture still looks faithful to the original.
