Do not assume that a scan is an original digital photo

A scan records a print, including its paper texture, printing detail and any marks. An original digital photograph comes directly from the camera. Applications can treat those sources differently even when both files end in .jpg.

US visa digital-image guidance includes instructions for scanning a suitable printed photograph. New Zealand passport guidance says scans of printed photos are not accepted. Read the instructions for the exact application rather than transferring permission from a visa form to a passport renewal.

Ask for the original digital file if it exists

If a photographer took the picture, ask whether they can supply the original digital output appropriate for your application. Tell them which route you are using. A small preview sent for selection may not be the full-quality file they retain.

Avoid photographing the print with your phone as a shortcut. That adds another camera angle, possible reflections and another round of focus and exposure decisions. It can also leave a trapezoid-shaped image that is difficult to distinguish from a square crop at thumbnail size.

Where scanning is permitted, capture the print cleanly

Use an undamaged print and a clean scanner surface. Follow the authority’s required scanning resolution and output format. Keep color capture enabled and avoid automatic restoration, sharpening or face enhancement that changes the appearance.

Check the edges, then inspect the face at normal size and enlarged. Look for a pattern from the original print, a dust mark or a line from the scanner. Correct a dirty surface or a poor scan at the source rather than painting over marks that cross facial detail.

Prepare the permitted output once

Save a clean master scan before creating the upload copy. Then check the required pixel dimensions, file type and byte limit together. Repeatedly saving a compressed JPEG can reduce quality without solving a problem caused by the wrong source type.

If the route requires a camera original, scanning at a higher resolution will not make the scan eligible. Arrange a new capture or obtain the proper photographer-supplied file. The useful distinction is whether the source is allowed, followed by whether the resulting file meets the technical limits.
